Planning drawings and plans are very important tools to the local authorities that govern the development of property, housing and infrastructure throughout the UK. They allow all parties involved in the planning process, including developers, neighbourhood planners, councils and building officers to get an idea of how a proposed development will affect the surrounding area. However, the preparation and drawing of plans can be a complex process requiring many different levels of expertise to ensure the project will meet all required planning regulations.
Planning permits in the UK are issued to developers who are either planning to build on a piece of land or have applied for planning permission to erect buildings on land. Different countries and areas have different types of planning law, although in general there is an assumption that planning law is essentially similar. Although differing slightly for every jurisdiction, the planning process usually consists of the same steps:
Ensure Concepts Meet Planning Legislation – the planning permission process generally involves the application for planning permission to construct a building on a piece of land by an applicant (an individual or a company). The Planning Inspector will consider all information regarding the project and the planning system and decide whether the plans and proposals for the construction of a property meets the relevant standards. The application is usually then sent to a local planning authority (a local government body that oversees planning matters). Planning Inspectors is independent officers (usually constables) appointed by the Local Authority. There are three types of councils in the UK:
An independent local council is a government-appointed agency which is responsible for planning and community development. An elected council, also an agency, is responsible for making decisions that affect the local community, such as the creation of local roads and parks, and regulating planning and development. The elected council's main role is to oversee the use of public money, and protect the local community from any potential impact of development that could harm it.
There are two other types of councils, local government bodies and statutory councils, which are appointed by the Secretary of State. They are also independent agencies that are responsible for overseeing the use of public funds and making decisions about what needs to be developed and where. Although they may not have direct control over development projects, they can still make decisions on the use of money and where developments should be built. These include decisions on areas of strategic importance, design and development of infrastructure and urban growth.
The decision of whether or not a plan for development is granted planning permission depends on factors such as the size of the proposed property, size of the proposed building, the area where it will be constructed, planning laws and other factors. This is why there are several different levels of expertise needed for each level of planning supervision and approval: the local planning authority, council and independent authority (local government) and local planning inspector. Local authorities usually have a wide range of different levels of expertise: local town planning, community planning inspector, engineer, architect, surveyor, engineer, planner, planner.
